Requesting state help in Illinois

No Illinois statute names one agency to lead searches for lost or missing people. In practice the local law enforcement agency with jurisdiction (city police or county sheriff) leads, often with a county emergency management agency (EMA/ESDA) SAR team or a sheriff's office SAR unit.

  1. State 24-hour contact24-hour response/emergency communications (217) 782-7860 · Main office (217) 782-2700.
  2. Requesting state resourcesThe lead agency uses its own and county resources (sheriff or county EMA SAR teams) and local mutual aid. ISARC's 24-hour duty officer can refer nearby SAR teams: (870) 270-4727 (270-4SAR).

How search and rescue is requested in Illinois

  1. Step 1In an emergency call 911. The local police department or county sheriff takes the missing person report and leads the search.
  2. Step 2The lead agency uses its own and county resources (sheriff or county EMA SAR teams) and local mutual aid. The Illinois Search and Rescue Council (ISARC) offers 24-hour agency resource referrals at (870) 270-4727. See ISARC’s referral guidance.
  3. Step 3If local and regional resources are not enough, the local emergency management agency asks IEMA-OHS through its 24-hour line, (217) 782-7860. The State EOC manager checks the need and approves the request.
  4. Step 4For volunteer workers' compensation to apply, IEMA must approve the SAR team response in advance (20 ILCS 3305/10(k)).
  5. Step 5IEMA-OHS can task state support agencies (State Police, IDNR, IDOT Aeronautics, Illinois National Guard) and MABAS / Illinois Task Force 1 for structural collapse.
