How search and rescue is requested in Wisconsin

  1. Step 1In an emergency call 911. Only the local law enforcement agency with jurisdiction (the county sheriff, or police in a municipality) starts and leads a search for a missing person.
  2. Step 2The sheriff uses local resources and volunteer SAR teams first. If a neighboring county's team is needed, the requesting sheriff asks the other county's sheriff to activate it through mutual aid.
  3. Step 3When local resources are likely to be exhausted or specialized resources are needed, the county, tribe or local jurisdiction asks WEM for state support through the WEM Duty Officer.
  4. Step 4WEM receives and processes the request, picks the best available resource, contacts it, gets an estimated arrival time, and tells the requesting agency the team name and arrival time.
  5. Step 5For aerial searches, WEM convenes the Air Coordination Group on a call hosted by the WEM Duty Officer or the State Emergency Operations Center. DNR and Civil Air Patrol supply aircraft, ground teams, drones and beacon direction finding.
  6. Step 6For missing aircraft the Air Force Rescue Coordination Center is responsible; for maritime incidents the Coast Guard coordinates. WEM 24-hour Duty Officer: 1-800-943-0003; main number: 608-242-3000.

Aviation (WSP / ANG)

Wisconsin Emergency Management convenes an Air Coordination Group of Guard, DNR, State Patrol, CAP and Coast Guard assets.

How to request

Standards and policy

The state ESF 9 plan assigns roles but sets no aircrew qualification standard. CAP crews follow national CAP rules; other agencies follow internal policy.

Canine (K9)

No state SAR dog certification; each volunteer team certifies to a national or association standard and is called out by the county sheriff or WEM

How to request

In Wisconsin, the sheriff or police department runs the search and requests volunteer dog teams, several of which work together as Search Teams of Wisconsin.

Standards and policy

Wisconsin sets no state SAR dog standard. The state SAR annex lists K9 teams as non-governmental resources located throughout the state, and says teams should follow NIMS or WICAMS credentialing, with FEMA 508-8 as the credentialing standard and WEM credentialing guidelines for Wisconsin teams. Teams choose their own test body; Headwaters is a member of ARDA and KERT says its handlers hold national SAR certification. There is no statewide recertification interval.
